what is the difference between a wizard neck on a ibanez and a neck on other guitars like a stratocaster?

The Wizard Necks aren’t really similar to most other necks. Their specs are:

They’re pretty slim and flat and very fast. More so than the others. That and the 5-piece construction is probably about the only real difference. They also have a Wizard II neck that is similar and has 3-piece construction.
